On 11 October 2018, actor Jung Suk Won was sentenced to ten months in prison on drug charges.
What I found so interesting about the whole case was the fact that Jung Suk Won's drug usage occurred in Australia, NOT in Korea; and, yet, the actor was immediately arrested at the airport upon arrival and, consequently, sentenced by a Korean court. There was no request from the Australian government for his extradition, and, I doubt they were interested in charging him at all.
Does this mean a Korean who takes marijuana legally for recreational use in California USA can be charged with drug usage? The answer seems to be yes. Merry Jane points out that "in South Korea, you don't have to be in the country to violate its cannabis laws."
